One in, one out' is just a nice game name

Due to its over 900-kilometer border with Syria, Turkey is the biggest victim of the wave of refugees that flows from that country because of its ongoing civil war. Turkey has been hosting nearly 3 million Syrians in its territory for many years. In addition to spending billions of dollars on refugees, the government has to shoulder the socio-economic challenges that refugees bring. When the matter becomes a topical issue, the attitude from EU countries that are the main destination for refugees becomes a subject of criticism for good reason, because so far European politicians have preached human rights at official meetings and conferences, but then have not walked the talk. Last year they realized that they could no longer avoid the crisis with this all-too-familiar attitude, as migration and the terror that stems from this dynamism started pushing at Europe's door. Finally, the EU reached an agreement with Turkey after months of negotiations.

The revised agreement between the EU and Turkey is based on a "one in, one out" formula. Although the formula's name is reminiscent of childhood games, it is serious, as it stipulates that one Syrian living in Turkey's refugee camps will be settled in Europe for each Syrian sent back from Greece, and that non-Syrians will never be allowed to enter Europe. What will Turkey receive in return? According to the agreement, the EU will accelerate efforts to allow visa-free travel for Turkish nationals to the Schengen area and will pay some portion of the promised 3.3 billion euros in aid in October. Such great altruism Europe: Have a heart. The bloc's population exceeds 500 million, and EU per capita income is nearly $30,000 in countries where there are just several thousand refugees. Official figures, however, reveal that a total of 2.7 million Syrians live in Turkey where the population is 80 million, and the per capita income is around $10,000. The actual number of Syrians in Turkey is even higher. The same applies to Lebanon, which hosts 1.3 million refugees, and other Middle Eastern countries. I leave it to you to bear these figures in mind and estimate the minimum number of refugees that the EU must take in. Forget international law and justice, how can the agreement be implemented and what it will serve?

Let's suppose that you have convinced Turkey. How will you force desperate Syrian mothers and fathers who run the risk of death by going to sea with their babies in winter to abide by this agreement? How can you guarantee the integration of refugees if you only take those who are healthy and qualified for good jobs like European colonialists that only picked slaves with healthy teeth? Have you forgotten that the terrorists who attacked Paris and Brussels were European citizens? Can you not see that border agreements remain irrelevant, as borders have become vulnerable and terrorism has become global?

The EU must stop deceiving itself, its prospective member Turkey and the desperate refugees. We all know that this agreement cannot save the day let alone bring structural solutions to the refugee crisis. Thus, the EU must fairly share the burden of Turkey and countries like Greece that shoulder the major of responsibility despite being poorer than the EU average, and must make political moves despite the U.S. and Russia to establish a safe zone in Syria to stop the waves of fleeing refugees in the short run and to aim for Syria's Bashar Assad's exit, as he is the root cause of the problem, in the long run.

Obama worries about global warming but not YPG

I was watching U.S. President Barack Obama speaking at a news conference in California the other day and I did not know whether to laugh or cry. "There is not a single candidate in the Republican primary that thinks we should do anything about climate change, that thinks it's serious," Obama said. "Well that's a problem. The rest of the world looks at that and says: ‘Well, how can that be?' "

I have to be politically correct, but I can't. I have to say: "Oh yes, he is right. It's a shame that the Republicans don't have a word about that," but I won't. It would be really nice to talk about global warming given the fact that historically the global north of industrialized nations, the U.S. and Western Europe, has mostly contributed to it, and I surely will be effortlessly cool when I talk about it. Maybe I can wear skinny jeans, headbands and horn-rimmed glasses, too, and I can trick myself thinking how sensible of an environmentalist I am, but it is really irrelevant today. Considering the urgent, alarming problems the rest of the world has been suffering, it is not a priority for me, or millions of people as well.

I know that we can knock on a deaf man's door forever, especially if he is a hipster, who is the president of the U.S., but does not shoulder the burden, and there will be no answer, but we will keep saying.

The rest of the world stopped counting how many times Obama said that Syrian President Bashar Assad cannot stay in power. After five years of his empty promises and hollow declarations, after his infamous Syrian red line debacle, his capitulations to Iran like an award for its contributions to the bloodshed in the Middle East, and after his refusal to aid Ukraine, we now have other problems: Russian President Vladimir Putin and the Democratic Union Party (PYD). Assad keeps killing his own people with the help of thousands of Iranian troops, Hezbollah fighters and now with the huge support of Russian warplanes. The Assad regime says that the PYD, the PKK's Syrian affiliate, enjoys the support of not just the U.S., but also the Assad regime, and the U.S. still keeps using them as their ground forces. The PYD also cooperates with Russia, changes the demography in northern Syria, takes control of Arab villages where there is no DAESH presence, fights Syrian opposition groups backed by the U.S., threatens Turkey which hosts around 3 million Syrian refugees, calls on Westerners to join group and attack Turkey, carries on a deadly attack in the heart of the country, Ankara, and follows its own agenda, but the Obama administration keeps saying that the group is effective in fighting DAESH.

Middle Easterners regard DAESH as abhorrent and want the brutal organization to be destroyed. The Obama administration's policy of focusing exclusively on DAESH, omitting the other problems and trying to convince everyone in the region to do the same, however, has made the hell of the Middle East hotter. DAESH is not the root of the problem; it is just a symptom. While Obama's policies keep failing, the sources of the problems grow and keep DAESH alive. On the other hand, while the Kremlin is threatening the world with a third world war, NATO is sending ships to patrol the Aegean Sea in an effort to stop migrants from making it to the EU. More than a quarter million people have died in the Syrian civil war, more than half of the entire population of the country had to leave their homes in attempts to survive and the civil war has spilled over surrounding countries, Obama said unblushingly in California that Syria is not a contest between him and Putin while we still remember his newsflash speeches about Syria in 2011-12.And now, like it was not enough that he asked all of us not to think about anything else but to focus on DAESH, he wants the Republican candidates, the ones who are frighteningly aggressive and eerily popular thanks to his failures, to focus on climate change.I can assure Obama that the rest of the world has been following the Republican debates and they are appalled by what they hear. Donald Trump wants to ban all Muslims from entering the U.S. and Ben Carson has compared Syrian refugees to rabid dogs. The Republican candidates act like they are in a race of evil, one promise following another. They vow to waterboard, and "do a hell of a lot worse than waterboarding," repopulate Guantanamo, kill families of suspected terrorists and carpet bomb Middle Eastern countries. One has even criticized another for having insufficiently endorsed torture.

Regarding Trump and other Republican candidates' comments, Obama said in California that the American people are pretty sensible and he thinks they will make a sensible choice in the end. Well, maybe Obama has faith in the American people, but all we see is that they are disappointed with Obama in their own ways. There are millions of Americans who applaud the Republican candidates' promises of torture and argue that they will take the U.S. back. Obama took office after President George W. Bush, but now someone who is way worse than him may become the U.S. president. It is serious and it may happen. Then whose fault will it be?

Will Turkey intervene in Syria?

As part of the post-World War II order, I am not sure whether we have experienced a period in which the term "U.S.-backed" has lost its sense to such an extent. 

In Syria, the United States currently cannot stand behind any U.S.-backed group except the People's Protection Units (YPG), whose strategic partnership with Russia could not be prevented. The U.S. can neither train and equip groups, nor prevent the massacres caused by Russian airstrikes. On Wednesday, the connections of opposition groups from Azaz to Aleppo, and consequently with Turkey, were cut off by the Russia-backed regime of Syrian President Bashar Assad, which brought the reality to light even more. 

In the face of this situation, which marks the most distinct and definite victory of Russia over the course of its four-month invasion in Syria, Pentagon spokesman Col. Steve Warren said: "The Russians at this point have made it very clear that their offensive operations ... are in support of Bashar Assad and his regime." They finally realized it!

The Geneva negotiations have also come to a deadlock due to the Russia-backed Assad regime, and it has become definite that they will yield no positive results unless the game of military domination is stopped. To put it another way, it has become clear once again that a diplomatic solution in Syria can be achieved only through a military solution.

Meanwhile, NATO member Turkey could not find a genuine ally and was left alone, although it has faced many security threats posed by the outlawed PKK, its offshoot YPG and Russia. 


Despite that, in Geneva, where Russia has served as the most significant crutch for Assad, remarks made by Turkey and Saudi Arabia have marked the greatest support for the opposition. Foreign Minister Mevlüt Çavuşoğlu said the opposition had the right to leave the meetings, as its conditions were not met. Prime Minister Ahmet Davutoğlu was in Saudi Arabia at that time, and the two countries repeated together that they side with the opposition. Another interesting aspect of the meetings was that the Turkish Chief of General Staff, who attended the meeting in Riyadh at the invitation of his Saudi counterpart, was in uniform during the meeting, in which Saudi Arabia's King Salman was also present.

The following day, Russia declared that it would implement new rules of engagement on the Turkish-Syrian border and would hit Turkish jets attempting to cross it. Russia's announcement of a set of rules for the border of other countries provides enough evidence for the idea that Russia has occupied Syria.

When the field is regarded, it can be seen that the U.S. continues to give a red light to the YPG with regard to passing west of the Euphrates, but there are some indications signaling that Russia will try to violate the border. But let's not deceive ourselves. The YPG is currently protecting the U.S. land force positions in Syria. Only three days ago, Brett McGurk, the U.S. special presidential envoy for the Global Coalition to Counter ISIS (DAESH), paid a visit to Kobane along with British and French authorities in order to make up with the PYD, which could not attend the Geneva meetings because of pressure from Ankara. The YPG militants gave a plate to McGurk to convey their thanks during his visit. However, only a few days ago, the YPG issued a call to attack Turkey.

Under these circumstances it is hard to answer the question in the title. However, the promise, that founding a PKK-linked state to Turkey's south will not be allowed at any cost and the opposition will not be left alone, is still valid.

When looking at the situation through this lens, one can see that the question of whether Turkey will intervene in Syria is not a yes or no question, but a question of when.

Cease-fire in Syria and international aid

Peace negotiations on Syria have begun in Geneva, but it seems that they will be problematic, as the issue is too complicated.

The involved parties do not want to talk face to face, but use the United Nations as an intermediary. This is what is called shuttle diplomacy. But one way or another, the warring sides are talking to each other, which is good, but they do not agree on what to talk about, which is less encouraging.

The U.N. insists that the first step is to impose a cease-fire in order to allow international aid to reach people in need. On paper this is quite rational, but there are a number of practical problems. First of all, one can announce a cease-fire, but how does one make sure that all combatants on the ground respect it? Those who represent the moderate Syrian opposition ask that the Syrian government forces to stop attacking them. However, the Damascus regime is not their only enemy. Everyone knows that President Bashar Assad's forces are supported by militias from Iran, as well as experts from Russia. Even if the Assad forces agree to stop, the others may not accept it. It is not like Assad can persuade them.

This is why the United States is particularly busy looking for ways to persuade Russia and Iran. In other words, the U.S. is looking to find compromises. The problem is that these compromises will include forcing Ankara to accept a number of things. It is known that Russia is actually trying to keep Turkey away from Syria by all means, including using the PKK, the Democratic Union Party (PYD) and even DAESH, and violating Turkish airspace. It appears Russia has the intention to use the PYD further, especially if a "security zone" is implemented in northern Syria one day. Moscow would probably be quite satisfied if there was some kind of buffer zone between Turkey and Syria. The U.S. is not very disturbed by this, and Washington even hints that it could accept this willingly. They are not disturbed because of the simple fact that they consider Iraqi Kurdistan as their zone of influence and as a buffer zone between Iran and Syria. In other words, if Syrian Kurds get closer to Russia as expected, there will be two Kurdish entities in Iraq and Syria, one under American, and the other under Russian control. The PKK has no place in this equation, and that is why it is trying to open an area for itself in Turkey. While doing that, it is trying to get support from third countries that similarly have no place in this U.S.-Russian equation. By the way, no one is asking how DAESH will be forced to accept a cease-fire.

The second important part of the Geneva talks is about international aid. It is obvious that millions of civilians are in need of urgent assistance from the international community.

Turkey has received millions of Syrian refugees, but everyone knows that the international community has done very little to help Ankara regarding the situation. Will they really help people who are still in Syria now? We will see which countries will be willing to help.

This aid issue is more complex than one might think. We remember that during the Bosnia and Kosovo wars, some countries sent weapons under the label of humanitarian aid in addition to the many corruption scandals that erupted. Maybe no one will send weapons to anyone this time, but it is obvious that the countries involved will try to influence different segments of the Syrian population by helping them.

International assistance may be useful to stop the flow of refugees, but at the same time, it can make sure that foreign fighters and divergent countries' intelligence officers are gradually replaced by international aid convoys.

Can a miracle happen at the Geneva talks?

The Syrian negotiations in Geneva, which began on Friday, but unfortunately were stillborn, were mobilized soon after Syrian opposition groups in Riyadh decided to participate in the negotiations. With the inclusion of opposition High Negotiations Committee (HNC) Chairman Riyad Hijab and three spokesmen in Geneva on Saturday, the process has finally started to show some qualities peculiar to a true negotiation. So what will happen next? Will this meeting be able to stop the bloodshed, resolve problems of migrants whose number is on the rise around the world, resolve the rising tension between sects or reset the balances that have been completely disturbed in the Middle East?

First of all, it would be useful to bring up some fundamental developments. The opposition, which is supported by Turkey and Saudi Arabia, decided to participate in the negotiations upon some tangible promises made by the U.N. and U.S. What are these tangible promises? It is already known that the opposition demanded the end to the sieges ongoing at 18 spots in Syria and the provision of humanitarian aid to the civilians there. Have these conditions been accepted? We do not know the answer yet, as Hijab has not issued any remark on the subject. On the other hand, Syrian envoy to the U.N. Bashar Jaafari, who joined the negotiations on behalf of the regime, pointed out that they would not accept any precondition to initiate negotiations, but they would evaluate demands related to humanitarian conditions. The Democratic Union Party (PYD), on the other hand, left Geneva since it became definite that it was not invited to the negotiations. Even though there is a slight chance that a permanent resolution could be reached in these circumstances, it seems that positive conditions required to make progress in Geneva have been facilitated. The regime is present at the meetings. The opposition arrived in Geneva, although it insistently put forward conditions to initiate negotiations. The PYD crisis has been resolved, and everything has been arranged for shuttle diplomacy.

United Nations Special Envoy for Syria Staffan de Mistura has met with the HNC delegation, which is bound to the Syrian National Council that represents the opposition. Further meetings are to be organized. De Mistura is scheduled to meet the regime and the HNC successively on Monday afternoon. And since shuttle diplomacy is being conducted, the meetings are held in separate halls.

Aside from the meetings, the parties continue to bring accusations against each other. Jaafari asserts that the opposition is not serious, adding that they would not sit at the table with terrorists. He thinks Saudi Arabia and Jordan are responsible for not making distinctions between terrorist and opponents groups. The opposition delegation, on the other hand, demands the removal of blockades and the end of airstrikes. After first contacts, HNC spokesman Salim Muslet said: "We're always optimistic, but the problem is we're facing a dictatorship there in Syria."

The opposition may leave Geneva at any moment, and the regime insistently continues to blame the opposition. It is also obvious that the recent DAESH attack in Damascus during the Geneva negotiations has favored the regime. They have assembled under the same roof despite being in different halls, which draws an optimistic picture, but ultimately it seems that there are not many reasons to expect much from the negotiations.
